I. COMMITTEE STRUCTURE

  1. The Mechatronic and Embedded Systems and Applications (MESA) Committee is composed of persons actively publishing and conducting research in mechatronic and embedded systems. See Section II.1 of this document for information about membership on the Committee. The Committee is governed by the the MESA Executive Committee in accordance with Article II of the Bylaws.
  2. The MESA Committee would operate to qualify as a technical committee of the ASME Design Engineering Division (DED) for financial purposes of sponsoring odd-numbered year MESA Conferences. The MESA conference provides a unique opportunity for researchers and professionals from different fields to meet and exchange ideas and experiences on research and development in mechatronic and embedded systems. The MESA Conference is the main activity of the MESA Committee. The Executive Committee plans, organizes, and administers the ASME/IEEE International Conference on Mechatronic and Embedded Systems and Applications within the ASME International Design Engineering Technical Conferences and Computers and Information in Engineering Conference (IDETC/CIE) in odd-numbered years and other conferences sponsored by the MESA Committee. Chair of the MESA Committee is also the Chair of the MESA Executive Committee and the MESA Conference Chair.

II. EXECUTIVE COMMITTEE

  1. The Executive Committee shall consist of six members: five elected members in accordance with Paragraph 3 below, and the Immediate Past Chair. They are as follows:
    • Chair
    • Vice-Chair
    • Treasurer
    • Secretary
    • Member
    • Immediate Past Chair
  2. One new member shall be nominated and appointed each year, in accordance with Article IV of the Bylaws, for a term of six years.
  3. The five elected members of the Executive Committee and their responsibilities shall be:
    • Chair: Chief officer of the MESA Techanical Committee; Chair of the MESA Conference.
    • Vice-Chair: The MESA Techanical Program Chair; the MESA Coneference Program Chair.
    • Treasurer: Track income to and disbursements from the Committee's custodial account with the Design Engineering Division and shall render a report at each meeting of the Committee. Assist Vice-Chair on developing technical programs for MESA conferences.
    • Secretary: Record and distribute minutes, solicit agenda items for meetings, and maintain records on the Committee's website. At the direction of the Chair of the MESA Committee, the Secretary shall distribute meeting announcements, distribute ballots for voting by mail or electronic means, and tabulate the results of such votes. All ballots must state a voting deadline that provides sufficient time for ballot receipt, return, and at least seven days consideration.
    • Member: Assist MESA Conference Chair with arrangements for MESA Conference; assist Secretary with review of past conferences.
    They shall serve their first five years on the Executive Committee in an orderly succession as follows. The new member of the Executive Committee shall serve as the Member during the first year. In the second year, the member shall be the Secretary. In the third year, the member shall be the Treasurer. In the fourth and fifth years on the Executive Committee, the member shall be successively the Vice-Chair and Chair of the Executive Committee.
  4. Each year, prior to the DED Executive Committee meeting in spring which is generally in March or April, the upcoming Chair's name will be submitted to the DED Executive Committee for approval.

III. MEMBERSHIP AND TERMS OF SERVICE

  1. The MESA Committee is composed of persons who are interested in mechatronic and embedded systems and applications. Membership on the committee is attained by active participation at the conference and at the committee meeting. By default, those who actively participate become members of the committee.
  2. The six Executive Members shall serve terms of six years#.
  3. An Executive Member may not be re-elected within two years after expiration of the term.
  4. The Advisory Committee Members are nominated by Executive Members and elected by the Executive Committee. An Advisory Committee Member shall serve terms of two years. They can be re-elected after expiration of the term. The Advisory Committee shall provide advices and guidance for the MESA Executive Committee. The Immediate Past Chair shall serve as the Chair of the Advisory Committee.

IV. ELECTION OF NEW EXECUTIVE MEMBERS

  1. Prior to the annual meeting, candidates are nominated for election to the Executive Committee. Any member of the MESA Committee may nominate a candidate. Nominations are to be made to the Immediate Past Chair. The Immediate Past Chair shall assemble information on each of the candidates, present it to the Executive Committee, and conduct the election.
  2. Members of the Executive Committee are eligible to vote. For approval, a candidate must receive a simple majority of votes cast, with at least four Executive Committee members having voted.
  3. The term of service begins on October 1 of the year.

V. APPOINTMENTS AND SUBCOMMITTEES

  1. The Chair of the MESA Committee has the authority to establish subcommittees, and shall appoint the Chair of each such subcommittee.
  2. Each subcommittee shall have no fewer than two members, including the chair.
  3. The MESA Technical Program Chair shall be responsible for coordinating the paper review process and developing technical sessions as the Program Chair for the MESA conference sponsored by the Committee.
  4. MESA Technical Program Chair has the authority to appoint review coordinators and session organizers for special and invited sessions of the MESA conference.
  5. MESA Technical Program Chair has the final authority to accept or reject papers submitted for the MESA conference based on the recommendation from symposium chairs, review coordinators, session organizers, and reviewers. MESA Technical Program Chair informs authors who submitted their papers to the MESA conference about the review results for their papers.
  6. The Committee Chair, after consultation with committee members and MESA Technical Program Chair, shall make the appointments of symposium chairs for the MESA conference.
  7. The Committee Chair, after consultation with committee members and Technical Program Chair, may establish Technical Subcommittees of topical interest. As prudent, these subcommittees will be consistent with the symposia offered at the MESA Conference.
  8. The chairs of technical subcommittees, symposium chairs, and session organizers shall be active participants of MESA conferences and responsible for soliciting papers, obtaining reviews, recommending technical sessions and session chairs for technical papers submitted in their respective areas, and chairing a session for the MESA conference.
  9. The Committee Chair, after consultation with committee members and with adequate lead time, shall make the following subcommittee appointments and designate the chair for each:
    • Honors and Awards Subcommittee
    • Nomination Subcommittee
    • Education Subcommittee
    • Industrial Liaison Subcommittee
  10. The Honors and Awards Subcommittee shall organize and administer the awards issued from the MESA Committee.
  11. The Nomination Subcommittee shall organize and administer the nomination of new executive committee member, symposium chairs, Fellows, representatives for the sponsored journals.
  12. The Education Subcommittee shall organize and administer the Student MESA Competition.
  13. The Industrial Liaison Subcommittee shall solicit industrial participation at the MESA conference, for example, by organizing a panel session on industrial perspective of MESA.

VI. QUORUM

A quorum for conducting business at meetings of the Executive Committee shall consist of at least fifty percent of Executive Members. Passage requires a majority vote of the members voting. All Executive Members are eligible to vote. In the event of a tie, the chair shall cast a tie-breaking vote.

VII. AMENDMENT OF BYLAWS

Amendments to these Bylaws require two-third vote of all members of the MESA Executive Committee. Passage requires a majority vote of the members voting. All Executive Members are eligible to vote. In the event of a tie, the chair shall cast a tie-breaking vote.
